The City of Jackson has released the upcoming construction schedule covering several projects underway in the city:

Cortland Street between Jackson and Mechanic

The project by Consumers Energy to replace underground electrical services on Cortland Street just east of Jackson Street is scheduled to be completed by the end of the week. The only work that remains is the paving of the top layer of asphalt. Once that is completed, Cortland will be opened to traffic immediately thereafter.

Francis Street between Washington and Glick

This work is a component of a larger project to repave the streets and upgrade sidewalks and ramps on Francis, Mechanic and Jackson Streets between Washington Avenue and Glick Highway. To date, all concrete curb, sidewalk and ramp upgrades on Francis Street have been completed. Francis Street is currently open to traffic and will remain so for approximately two more weeks while the contractor works on concrete items on the east side of Jackson Street. Once all Jackson Street concrete items are completed, Francis Street will be closed so the pavement surface can be removed with a mill and repaved with new asphalt. To minimize costs, both Francis Street and Jackson Street will be milled and repaved concurrently.

Jackson Street between Washington and Glick

Over the past week, the contractor continued the work of removing and replacing sections of concrete curbs, sidewalks and ramps and installing new storm water catch basins on the east side of Jackson Street.  Late this week, the concrete subcontractor is scheduled to return to place the last sections of curb.  At that time, concrete will also be placed at storm sewer cuts and at the approach aprons at the intersections with Glick and with Washington. For the concrete base at the storm sewer cuts, the block of Jackson Street between Cortland and Michigan will be closed to all traffic.  For the approach apron at Washington, the northbound lane will be closed. These closures will remain in place until early next week to allow time for the concrete to cure and gain strength. During this period, all other blocks will remain open to traffic as will the southbound lane at Washington.

Next week, the last of the concrete sidewalk and ramp items will be completed. In preparation for milling the pavement surface, the contractor will begin the task late next week of lowering manhole and valve covers to below the pavement surface.

Martin Luther King Equality Trail between Merriman Street and Washington Avenue

Over the past week, the contractor has removed portions of the old path. Removals will continue for the remainder of the week. Next week, the bed of the trail will be excavated and new gravel base will be placed, graded and compacted. The week thereafter, the concrete crew will arrive to begin the placement of the new concrete trail. Throughout the construction period, one of the two south-bound lanes on S. Cooper Street between Washington Avenue and High Street will remained closed.

Mechanic Street between Morrell Street and Washington Avenue

Throughout the past week, the contractor has continued the work of replacing the antiquated brick sewer between Wilkins and Morrell with new plastic pipe. This task is scheduled to take about two more weeks to complete. During that time, work on other portions of the street by another crew will proceed.
The concrete crew is scheduled to arrive at the project site on Monday, October 3, 2016 to place the new curb between Wilkins and Washington. For the remainder of the week, the concrete crew will work to place new driveways, sidewalks and ramps. Work to construct the new street north of Wilkins will proceed while work to replace the sanitary sewer south of Wilkins progresses.

Mechanic Street between Washington Avenue and Pearl Street

The project to improvement sidewalk and ramps at intersections and mill and resurface the street with new asphalt is scheduled to commence in mid-October 2016.  Work on this project will start immediately after the completion of projects on Jackson Street and Francis Street.

Michigan Avenue between Blackstone Street and Francis Street

Late this week, landscaping work between Jackson Street and Mechanic Street will commence. The first task will be the removal of last year’s filter fabric and mulch and the preparation of the planting beds.  This work will be done on the north side on Friday, September 30th. On Monday, October 3rd, the same task will be completed on the south side. Over the remainder of the week, plantings consisting of ground cover, shrubs and decorative grasses will be planted in the beds between Jackson and Mechanic.  During that period, parking on the side being worked on will be closed.  Parking on the opposite side of the work zone will be available at all times.

Parking Lot 6 Repaving

The City’s Parking Lot 6, located west of the bus station, is scheduled for curb and sidewalk repairs and asphalt pavement replacement.  Work on this project is scheduled to commence is mid-October 2016.

Parking Lot 8 Maintenance & Improvements

Maintenance work is scheduled for the City’s Parking Lot 8, located between Michigan Avenue and Cortland Street just west of the building that houses the Post Office.  This parking lot will be sealcoated and restriped after curb and sidewalk ramp repairs have been made at various locations.  Work to remove and replace those sections of damaged concrete curb will be performed next week.  While this work is performed, various portions of the lot will not be available for vehicle parking.  After the new concrete curb has cured and gained strength, the pavement will be seal coated and restriped.  The sealcoating and restriping work will be performed over a weekend to minimize the inconvenience to the public.

Wisner Street and Wildwood Avenue Railroad Crossing Upgrades

The project by Amtrak and the Michigan Department of Transportation to upgrade the crossings to accommodate higher service levels for trains is scheduled to be completed on September 30, 2016.
